H-1B visa beneficiaries can file visa applications

Individuals whose petitions for H-1B visas have been approved by the U.S. Citizenship and Immigration Services with a start date of October 1, 2014 may take the next step in the process.

U.S. Department of State consular offices are authorized to accept H visa petitions and issue visas to qualifying individuals up to 90 days prior to the commencement of the applicants' employment.

Applicants for H1-B visas will be notified verbally and in writing that they may only use the visa to enter the United States beginning 10 days prior to the start of the period in which they are approved for entry.
