USCIS in Ciudad Juárez will no longer accept the Form I-601

Effective today, December 5, 2012, applicants from Mexico may no longer file Form I-601, Application for Waiver of Grounds of Inadmissibility, at the local U.S. Citizenship and Immigration Services (USCIS) office in Ciudad Juarez. Nor may they file forms associated with Form I-212, Application for Permission to Reapply for Admission.in the United States after a Deportation.

Applicants in Mexico must now send Form I-601 and Form I-212 to the USCIS Lockbox in Phoenix.

USCIS approved this change on June 4, 2012 for all applications filed outside the U.S., but made a 6-month exception for applicants in Mexico. This exception expired yesterday, December 4, 2012.

USCIS will admit some exceptions, under extraordinary circumstances, such as the following:

  • Medical emergencies that require the applicant to travel immediately.
  • Imminent risk to your personal safety
  • The beneficiary is about to reach the age of majority and could lose eligibility for a visa.
  • The applicant has adopted a child and urgently needs to leave the country.
These are not the only situations that may be the exception to the new rule. USCIS will evaluate each case and determine under what humanitarian grounds it will accept the form in Ciudad Juarez.
