Effective today, December 5, 2012, applicants from Mexico may no longer file Form I-601, Application for Waiver of Grounds of Inadmissibility, at the local U.S. Citizenship and Immigration Services (USCIS) office in Ciudad Juarez. Nor may they file forms associated with Form I-212, Application for Permission to Reapply for Admission.) in the United States after a Deportation.
Applicants in Mexico must now send Form I-601 and Form I-212 to the USCIS Lockbox in Phoenix.
USCIS approved this change on June 4, 2012 for all applications filed outside the U.S., but made a 6-month exception for applicants in Mexico. This exception expired yesterday, December 4, 2012.

USCIS will admit some exceptions, under extraordinary circumstances, such as the following:
- Medical emergencies that require the applicant to travel immediately.
- Imminent risk to your personal safety
- The beneficiary is about to reach the age of majority and could lose eligibility for a visa.
- The applicant has adopted a child and urgently needs to leave the country.
