Will there be an immigration reform in 2013?

A bipartisan group of senators presented a proposal for immigration reform. President Obama came out to defend the need for reform, insisting that a plan must be in place within the next 6 months.

Why is it possible to have immigration reform in 2013 when it was not achieved in 2007 during the administration of President George W. Bush?
