Changes in sending family petition forms from abroad

Beginning August 15, 2011, individuals living in countries that do not have USCIS offices must submit their family-based Form I-130 petitions to the Chicago Lockbox facility.

U.S. Citizenship and Immigration Services (USCIS) announced that this change will improve the efficiency of the process for those filing family-based petitions from abroad and give USCIS greater flexibility in handling caseloads.

Previously, individuals living and petitioning for their family members with Form I-130s abroad filed the petitions at U.S. embassies or consulates.

Under the new regulations, published today in the U.S. Federal Register, individuals living in countries without USCIS offices must send petitions for an alien relative to the addresses listed in the form instructions, which are as follows:

Using postal mail:

USCIS
P.O. Box 804625
Attn. CSC/I-130/OS
Chicago, IL 60680-4107

Using fast messaging services:

USCIS
Attn: CSC/I-130/OS
131 South Dearborn - 3rd Floor
Chicago, IL 60603-5517

If a filer lives in a country that has a USCIS office, he/she has the option of sending his/her I-130 forms to the Chicago Lockbox, or submitting it to the USCIS international office that has jurisdiction over the area where he/she lives.
